Resalat Oil Field Development, Phase 1 – Offshore

The Resalat Oil Field, formerly known as the Rakhsh Field, is a key offshore oil asset located in the Persian Gulf, approximately 80 kilometers south of Lavan Island, in water depths between 65 and 75 meters. Originally developed in 1968, the field’s infrastructure has faced significant damage over the years, largely due to the Iran–Iraq war and harsh climatic conditions in the Gulf region.

To revitalize and expand oil production in the Resalat Field, the Iranian Offshore Oil Company (IOOC) has launched a new development initiative. The project’s primary goal is to boost production capacity by adding 12,000 stock barrels per day to the current output, leveraging advanced engineering, drilling, procurement, and offshore construction activities.

Project Scope and Key Activities

  • Construction of a New Satellite Wellhead Platform (WHP1):
    • WHP1 is designed with a total of nine (9) conductor slots to support new well installations and future expansion.
  • Development and Renovation of the Existing Offshore Complex:
    • Includes comprehensive upgrades such as new power generation systems, advanced control and automation, HVAC installation, upgraded electrical and control rooms, new electrical panels (low voltage and medium voltage), and replacement of process and utility piping.
    • All necessary tie-in activities to ensure seamless integration with the existing offshore facilities are covered.
  • Construction of a New Power Plant:
    • A modern power generation plant supplying a 3.5 MW load to the Resalat field, with a 20% design margin to accommodate future requirements.
    • The power plant is strategically located on the existing SP platform for efficient distribution.
  • Removal and Displacement of Equipment and Rooms:
    • Includes detailed surveying and estimating for the removal of obsolete equipment, as per updated 3D models and plot plans.
    • Major items for removal include emergency diesel generators, water tanks, chief office, laundry facilities, and the old R1 control room.
  • Drilling Operations:
    • Drilling of two new production wells on the R1 platform and two new wells on the new WHP1 platform.
    • Re-entry and workover of two existing wells on the R1 platform to enhance recovery and extend well life.
  • Submarine Pipeline and Cable Installation:
    • Installation of a 10-inch production submarine pipeline from WHP1 to PP platform.
    • Laying of a single submarine power and data cable from the SP platform to WHP1, ensuring reliable communication and power delivery.
  • Inspection, Strengthening, Modification, and Repair:
    • Comprehensive inspection, structural strengthening, and repair of the DP, PP, and SP jackets in the Resalat offshore field to ensure long-term safety and operational integrity.
  • Structural Enhancements:
    • Reinforcement and revamping of topside platforms (DP, PP, SP), replacement of boat landings, and barge bumpers for improved safety and efficiency.

Engineering and Consulting Services

TRCE has been selected as the main engineering consultant for all required modifications to the topside of the existing R1 platform complex. The engineering scope also covers the installation of a new gas sweetening unit to provide sweet gas as fuel for the field’s gas engine power generators, enhancing operational reliability and environmental compliance.

Project Timeline

The contract period for the Resalat Oil Field Development, Phase 1 – Offshore, was from October 2020 to January 2022. All project milestones, including engineering, drilling, construction, commissioning, and integration, were planned within this timeframe.
