Esfahan Refinery Upgrading Project – Package “C” Offsite & Utilities

The Esfahan Refinery Upgrading Project represents a major initiative by the National Iranian Oil Engineering and Construction Company (NIOEC) to modernize one of Iran’s largest refineries and align its operations with international quality and environmental standards. The upgrade aims to reduce or eliminate the production of fuel oil, increase gasoline output, and improve the quality of all products through advanced process units, new installations, and extensive revamping of existing infrastructure.

To efficiently deliver on these objectives, the project is divided into five major contracts:

  • Contract A: Installation of RHU (Residue Hydrocracker Unit), RFCC (Residue Fluid Catalytic Cracking), and PRU (Propane Recovery Unit).
  • Contract B: Upgrading and revamping of existing units within the refinery site.
  • Contract C: Design and integration of interconnecting piping, flare system, and utilities outside battery limits (OSBL).
  • Contract D: New diesel hydrotreating, sulfur recovery, tail gas treating, amine treating, sour water stripping, gasoline hydrotreating, and LPG Merox units.
  • Contract E: Installation of Hydrogen Production Unit (HPU) and Pressure Swing Adsorption (PSA) units.

Contract C, awarded to Tehran Raymand Consulting Engineers, covers all offsite and utility engineering required for the refinery upgrade’s OSBL units. This contract is essential for ensuring that the modernized refinery receives reliable, efficient, and safe utility supply, while integrating the upgraded flare system and interconnecting piping networks across the facility.

Key Engineering Activities and Deliverables

  • Basic and Detailed Process Design: Delivery of foundational and in-depth engineering for newly added units, particularly those where the original designer had not performed basic design. This includes the new Nitrogen Generation Package (Unit 81).
  • Endorsement, Development, and Detailed Design: Procurement engineering and technical support for a range of utility systems and process units, including:
    • Unit 35: Flare System – safe combustion of waste and vent gases.
    • Unit 41: Steam & Power Generation – providing thermal and electrical energy for plant operations.
    • Unit 42: Water System – industrial and potable water supply, cooling, and process needs.
    • Unit 43: Fuel System – storage, handling, and distribution of fuel for process and utility requirements.
    • Unit 44: Plant & Instrument Air System – compressed air supply for instrumentation and operations.
    • Unit 45: Interconnecting & Nitrogen Distribution – piping and networks for nitrogen and process interconnection.
    • Unit 46: Waste Water Treatment – systems for environmentally responsible management and disposal of wastewater.
    • Unit 50: Tankage – storage tanks for raw materials, intermediates, and finished products.
    • Unit 80: Nitrogen – additional nitrogen supply and distribution as required.
  • Interface Management: Coordinating the integration of OSBL units with existing and new process facilities, ensuring seamless operation and safety.
  • Field Engineering Services: Onsite technical support, issue resolution, and quality assurance during installation, commissioning, and startup.

The Package “C” Offsite & Utilities scope is critical to achieving the Esfahan Refinery Upgrading Project’s vision: minimizing fuel oil production, boosting gasoline yield, and elevating refinery product quality, positioning the facility among the most advanced in Iran and the wider region.
